This is the

Unusually, the lower-right
corner of the back of the envelope shows a mark where another
stamp

been against it, and (reading in reverse) a Charleroi (Belgium) cancel

Presumably,
some effect of sea water, or pressure, or drying, caused this ink
transfer.
This
cover
has no provenance other than its own physical evidence. We have no
reason to
doubt
the
fact that this is in fact a Tay Bridge Disaster cover. It is understood
that
two bags
of
mail were
washed up from the wreck, and that perhaps only about ten items are
known
to
presently
survive.
Various
faults, as would be expected, but none that spoil the attraction of the
item. :
